Global Artifact Search: Find Any Rule, Table, or Vocabulary Across All Projects

The ODM Rule Designer has a search. It searches the project you have open. If the rule you are looking for is in a different project, you close this one and open that one.

DecisionManager's global search covers everything: all rulesets, vocabularies, decision tables, action rules, and test suites across all projects in the workspace. One search, one result list.

**Search dimensions**: content (rule text, condition text, conclusion text), artifact type (ruleset / vocabulary / decision table / action rule / test suite), author (who last modified), governance state (draft / in_review / approved / published), and project.

**BAL-aware search**: the search index understands BAL 1.0 structure. Searching for 'applicant credit score' finds both 'the applicant's creditScore is greater than 650' (decision table condition) and 'set the decision to APPROVE' (action rule conclusion tied to that condition). Not just text match — structured BAL match.

**Search from the VS Code extension**: 'dm search --query "credit score >= 650" --workspace <id>' returns the same results as the browser search. The VS Code extension uses the same index, so a developer searching from the IDE gets workspace-wide results without a browser round-trip.

**Governance-aware filters**: filter to 'approved' or 'published' state to find only rules that are production-safe for referencing. Filter to 'draft' or 'in_review' to find work in progress that might conflict with yours. The governance filter is not a tag — it is the live governance state from the platform.
