The Library page is the Decision Center–style entry point: see all decision services across all projects, open an existing service, or create a new one through the guided service wizard. No ODM project folder navigation required.

The Library page is the entry point that ODM users recognise immediately: a catalogue of all decision services across all projects, browsable by name, category, and last modified date.
In ODM, this is Decision Center's project and rule application browser. In DecisionManager, it is the Library — with the same mental model but without the folder hierarchy navigation that made large ODM installations difficult to browse.
**Flat catalogue, structured filters**: all decision services across all projects in one view, filterable by project, category, author, and status. A rule author looking for the 'loan-eligibility' service does not need to know which ODM project it lives in.
**From the library to the editor in one click**: each service card links directly into the ruleset editor. No intermediate project navigation, no 'open in Rule Designer' step.
**Guided service wizard**: the 'Create new' action from the Library launches the guided service wizard — vocabulary first, then rulesets, then ruleflow. The wizard sequence matches the Decision Center new-project wizard that ODM authors already know.
**Multi-project governance**: a service can exist in multiple projects if your organisation uses project isolation for different regulatory regimes or business units. The Library shows the service once per project context, with the project name as a badge. Governance states (draft, in_review, approved, published) are shown per version in each project context — not collapsed across projects.
