Blast Radius: AI-Narrated Dependency Impact Before a Rule Change Goes Live
The Blast Radius panel answers 'if I change this, what breaks?' by crossing the structural diff with the dependency graph. Which consumers pin a version vs. float to latest-published? Which are live in production? AI narration explains the behavioural change per consumer.

A change to a shared ruleset is not just a change to that ruleset — it is a change to every consumer that floats to latest-published, in production, immediately.
The Blast Radius panel receives the consumer list from the Impact Analysis view (already computed from stored package reference maps) and asks '/ai/review-diff' to explain what the behavioural change means for each consumer.
**Omission check**: the table iterates the stored consumer list. A consumer the model never mentions renders as "not assessed" — not absent. A blast radius that drops a consumer silently reads as an all-clear.
**Invention check**: any consumer named in the model's answer that matches no entry in the stored graph is surfaced as an "unverified claim."
**Pinned vs. floating**: pinned consumers ('ruleset:v3') don't see the change until the pin is upgraded. Floating consumers ('ruleset:latest-published') feel it immediately upon publish. Only the floating consumers in production are the actual blast radius.
