AI RuleApp Builder: Generate an Entire Decision Service from an English Description

The RuleApp Builder generates a complete decision service structure from a plain-English description: vocabulary (BOM), rulesets, decision tables with conditions and conclusions, and a ruleflow that connects them.

**Six-step wizard**: Describe → Generate → Structure review → Validate → Create → Next steps.

The model is called exactly once, in step 2 (Generate). Cost is estimated and shown before the call is made. Everything else — structure validation ('assessDraftStructure'), artifact creation, test case boundary derivation — is the platform's own logic.

**Creation order**: vocabulary first, then rulesets, then the ruleflow. Each step is recorded in 'CreatedMap'. Partial failure is shown explicitly — not rolled back silently.

**Multilingual**: the builder is localised into EN, FR, AR, and ES. A French-speaking author describes in French, reviews in French, creates artifacts in French.

**When to use the builder vs. hand-authoring**: use the builder for greenfield services, migration prototyping, and stakeholder demos. Use hand-authoring for modifying existing rulesets, precisely-calibrated thresholds, and well-specified logic in an existing document.
